I have rescued several tubers at the dam when I was fishing. The water is artic cold up there and def less safe. I have myself been capsized and caught up in submerged fallen trees at low flow times. The hooch may be a class 2 river at spots, it still can be hazardarous to people that don't know the harry spots. He should just be forced to shutdown the tubers, not the kayaks and canoes on that portion. NPS is overreacting and overfunded.
There are a bunch of different departments just for State forest agency and if you want to get something approved over 70% have to say yes to get anything within the rules to be approved when it comes to state protected land and it’s just as hard in federal protected land there are hundreds of departments in the federal level for federal state departments

It’s fun and relaxing. Cheap fun on a hot day.

It's the U.S. Forest Service, not Services. And it's the National Park Service, not Services.

The actual river is under state control
