I am confused about the current E-4 rank. When is someone a Specialist or a Corporal?

Both SPCs and CPLs are E4 in paygrade but CPLs are NCOs in charge of junior Enlisted Troops.

@@risky7165 when do you get promoted to cpl? I thought it was when you are promotable to sgt but it seems that is wrong.
