So that just keeps the couple of ounces from the neck of the reservoir from leaking out? Most of my reservoir slowly leaks out overnight. Would that mean it's cracked somewhere below that neck joint?
If you're leaking below this filler neck o-ring, that would either be a leak at the washer fluid pump fitting or the plastic tank itself. You'll have to get a camera or some means to peek in there to determine which.

I have liquid sound on the dashboard during acceleration. I tried the AC drain hose and it was clean
Likely air in the engine cooling system, check your reservoir tank level. You will hear this as the coolant travels thru your interior heater core.
