@@scarecrowts2173 nice, and thinking of it their is one person who could possibly produce such a lovely storm, but sadly I can’t say for his personality, but his quirk and the power it holds, to say he could cover the new Hope facility would be a understatement, I would say Geten would be the best in MHA universe character to use for this with his quirk being Ice ply as the known range lore wise is he can extend to the size of a entire town, and with his quirk awakened all you need is like a water truck or two or just someone with a water quirk and he could cover the entire new Hope facility in razor hail, but with him being a villain you have a choice with him siding with Izuku, or him being trapped in the facility for other reason, or the hero commission could simply be offering him a choice of be our defense in return, we can give you - gestures to anything he sees - The only other two people that have or could have a weather controls quick would be Nine or Cathleen Bate using her new order quirk but unless she was brainwashed and turned into a puppet well that’s kinda our choice with in mha lore

RAAM is a villain from the first gears game. They reintroduced him as a playable DLC character in gears 3. Very few main "Villains" can come close to this man in terms of fear and heart pounding terror that he unleashed with his very prescence.
If izuku finds out about inko being there the HPSC Präsident is Doomed (well they are doomed anyways because of the experiements on those children)
