I think it's cause the force generated by the explosion pushes all of the water away so there's a temporary pocket of space formed, and everything gets pulled back to the center since the water immediately starts filling back up that space

You are right, moreover the pressure of water tries to distribute equally and thus water tries to push inwards once the explosion's force slows down, and water fills up the remaining portion ​@@parrot_unique9577

Explosion pushes the air and any other matter from the center of the blast. While the water pressure around the blast compresses it once again

There is a tug of war with the explosion and water pressure. Explosion runs out of steam, water pressure wins and rushes back in, the influx causes a water rebound pushing everything back out to form equilibrium. Look up the underwater nuclear tests the US did in the 1950s I believe. I believe the talk about the different depths they test and their results.
