Your suggestion of sieving out the fine powder worked out very well and I got nice fluffy and uthiri upma.
I did rinse the rice fully twice to remove dust etc but didn't soak in water fully. After draining I spread it on a clean cotton cloth for 15 minutes before adding it to mixie jar.
I did follow the soaking of dal like you have shown.

In fifties arisi uppma was cooked in what we called "vengala paanai" because it was kept on fire , using wooden blocks,for a little more extra time... the uppa at the bottom of the vessel will get blakened
In my school days there used to be clamour fot this portion what was called "burnt uppa."

Excellent. Arisi Upma is a traditional dish. It goes with general tiffin so also during one time meals during traditional days for night tiffin. If children need it fancy make it a thavala Adai like medhu vadai and just give tawa roast. Multiple option for all their needs.

when U give the Thadka , along with mustard seeds add 1/4 th tsp of mustard seed , it gives the ghee smell .
