You shouldn’t need to make adjustments there. You may have to have your machine serviced. If you continue to have issues, there is a separate machine called a side winder they sell at Walmart for example for about $20 to wind bobbins as a cheap temporary solution.
Hmm I’m not sure what’s happening. Check to be sure the thread isn’t getting caught on the slits on the spool if there are any. Also be sure the thread isn’t getting wound around up under the bobbin causing it to stop spinning.
The bobbin does not move up and down. The thread automatically comes off of the big thread spool and wraps up and down on the bobbin as it winds once you engage the bobbin.

You wrapped it the wrong way to start.
My bobbin winder starts, runs a short time and stops. I push the foot pedal and it does it again.
