I feel like Ace did his role as Luffy's older brother. If he had lived or remained in the story it could have tainted Luffy's growth. Ace was already a top dog with minimal haki use. We all know Ace would have been a beast, maybe replace Whitebeard as a Yonko or helped Marco. This is where the problem begins for Luffy and his growth. After saving Ace, he'd probably go back to finding his crew and not growing at the rate he did.

Rayleigh knew this and so when Ace was in danger he didn’t interfere because he knew that if Ace died as a member of the D his death would serve a greater purpose to forward the world into a new era. An example of a Will of D member dying for a greater purpose is like Saul dying which resulted in the last member of Ohara, Robin, living to help luffy become the pirate king

I really think that if he wanted to kill kizaru then kizaru would be dead. And he can also kill black beard before black beard got the quake quake fruit.
