The best option he mentioned to bring people into tax net, everyone who has id card must report to fbr about his income, and if a person is not earning any mony like students , they can declare that they are students, or even a rikshaw driver need to be register as self employed, and then fbr can check agaist living standards, their bills, car and house ownership.
