Right. Any old hat soaked before wearing will be cooler. Or, you could just put a flexible ice pack on your head. And then the hat. You want to look cool, not silly.
Even better - get a reusable evaporative cool towel and wear that under it. If it warms up, just wave it around in the air for a few seconds to refresh it.
A regular hat will dry faster and drip more than the material used in the Arctic hat or cooling towels. I have cooling towels and they work great, but look kinda dorky. Therefore, instead of that or in addition to (especially when it's > 90°F), I put frozen blue gel packs in my pockets and sometimes even my bra. Putting one in a hat may lead to brain freeze headache.
The problem with the arctic cool hat vs foil hat test is that when the hat is on an actual human head you are dealing with the heat generated by the head itself, not just external heat. The foil hat would actually trap all of that heat in whereas the arctic cool allows the heat to disperse while providing relief from external heat. To really compare the two you would need to wear each hat and put the thermometer inside while on your head.
The problems with the weed eater is why I usually use small gauge steel wire and for bigger issues I found that with some tweaking you can put a skill saw blade on it.

I actually did something like this with a garden hose. With my parent's permission of course. I had a bad water leak between the valve at the road and my house (700 feet). After I got a $160 water bill, I shut off the valve at the road and the main valve inside my house and connected about 200 feet of garden hoses together. I connected one to the outside spigot on the rear of parent's hose, ran the hoses up the hill and connected the other end to the outside spigot on the front of my house. I had to rig up a male to female adapter from parts from a hardware store in order to connect the hose to my spigot. This allowed me to back feed my house. Luckily this was in the summer so I didn't have to worry about the hose freezing and busting. This got me by for a week until I could get the leak repaired. The downside was I had less than half water pressure, the water smelled like rubber and if I wanted cool water, I'd have to run the tap for about a minute to purge out any hot water that had been heated by the sun. I didn't drink the water but I was at least able to shower, wash cloths and dishes.
