Instead of the spray to stabilize, have you tried 2-sided tape.
I have used it on towels, and it worked great.

perhaps I missed it, but did you explain why you use water sol on the top of your design? Also what is Tender Touch, and how is it applied? Would be nice to see the inside and outside finished project
