surf can be good if you take skills like hydropump, as a good fallback when expending all the PP, however other abilities like aqua tail can deal more dmg in certain scenarios
Aqua Tail is a Physical move, not even a good comparison. Surf is one of the best Special Water-type moves in the game, along with Scald and Hydro Pump.
