I work for a school bus company in northern NJ. The motor vehicle inspectors that come around every 6 months call the color "school bus chrome", & yes, there is a hint of orange. Yes, that color is the most widely visible color in all types of weather.
It has an orange hint until the paint fades.

I don't know what buses you've been riding, but every bus I've been on (be it a school bus, charter bus, or public transportation) had a seatbelt.

I remember that my one of the buses at my elementary school is long, but have seatbelts just for little kids, however, in December 2021, I managed to fit in one. Lucky me.

Some busses have seatbelts
The reason you do not have school buses with seatbelts is because your school systems do not want to pay for the seatbelts. That is the only reason there are no seatbelts the school systems do not want to pay for it and evidently it is not a law in whatever state or county you’re in for school buses to have seatbelts for children.
Buses in Sweden have seatbelts!
