You should have your original Pakistani licence, NOC from Pak embassy, medical certificate and Temporary residence card of Portugal....only then can you have full Portuguese driver licence.

To drive uber you have to exchange your driving license in Portugal, Without TRC you couldn't drive Uber in Portugal.
