Dr. Kedar proposes full statehood for these emirates, not the sort of psuedo-statehood the UN made of the PA by giving it observer member status. They'll be fully in control of their own affairs -- something they very much want instead of being subordinate to the government in Ramallah; save that under future treaty agreements Israel will annex the areas between them.
The difference is that Bantustans were regions set appart based on race under the South African Sovereignty. This Emirates solution is about an independent State based on national identity not race.

Nationality is something a while group decides about. That is why comparing it to South Africa is incorrect, ahistorical and illogical. The problem with those refugees is that they would bring in too many, what would break those Emirates and the International Community demand Israel to take them. It is one solution , but not necessarily the ONLY solution . Heres another one : Gaza will be completely independant , meanin airial rights , land and sea rights for gaza , they will not be getting anyting from israel not electricity nor water or any other help . Israel will not control any citizen there and they will be free to go wherever , but not inside israel . Then , if they decide to fight again , it will be a country vs a country , not an organisation anymore , and if that happens even once with one bullet , israel should fight like its fighting a country , together with the civilians in that country , who have selected that fight . No more finding needles in hay stacks If that happens it will happen only once I assume . And if not , then great they decide to build a rea smalll country ...

Nobody's denying many "Arabs" have a Levantine origin - however they're predominantly immigrants coming from surrounding countries and from all over the Ottoman Empire. Most "Palestinians" proudly trace their origin to the most notable Arab tribes of the Hejaz, Yemen, Syria and Iraq. Even the Kanaan family of Nablus has their origin in Syria. Some are of a Kurdish origin (like Muhammad El-Kurd or the El-Kurd family from Sheikh Jarrah who became famous in the News), many are Egyptian (Al-Masri. Abu-Sitta, Abu-Kishk, Al-Shakirat, etc. ), Lebanese or Jordanian. A few are of Jewish (Hebron hills) and Samaritan (Nablus/Shechem) origin. Dr. Kedar proposes full statehood for these emirates, not the sort of psuedo-statehood the UN made of the PA by giving it observer member status. They'll be fully in control of their own affairs -- something they very much want instead of being subordinate to the government in Ramallah; save that under future treaty agreements Israel will annex the areas between them.
The difference is that Bantustans were regions set appart based on race under the South African Sovereignty. This Emirates solution is about an independent State based on national identity not race.

From what I've learned some bantustans declared independence. Sovereignty is of course much more than declaration,it has a lot to do with strong economy, deciding on immigration policy and foreign affairs. I find very unlikely that Israel would allow an Emirate to decide to bring in millions of descendants of refugees for example.
Nevertheless, I think we agree on the point that many Palestinians hate the PA and don't to be ruled by them (or by Hamas).

The difference here is very simple, what makes those Palestinians distinct of Israelis isn't race or ethnicity, rather, Nationality (a collective self-definition of identity as a nation, that includes politics, govt, economy and international legitimacy). That is why comparing it to South Africa is incorrect, ahistorical and illogical.
The problem with those refugees is that they would bring in too many, what would break those Emirates and the International Community demand Israel to take them. Without mentioning about the real reason (and the only way to find its solution) for the Palestinian-refugee crisis: absorption, which is the only way a refugee crisis can ever get solved.

Dr. Kedar, I think it essential to present this plan in English, for wider consumption. There are a number of points which should perhaps be elaborated on (points you've discussed in other presentations):
* The Emirates paradigm works because the leadership has legitimacy. Therefore, the population relies on the leadership not to act self-servingly, but in the public interest; even when making difficult or unpleasant choices. This is why Egypt was able to make peace with Israel; even though it doesn't have a tribal leadership, the leadership still has strong legitimacy.
* Sans legitimacy, the regime will be susceptible to accusations that it is betraying the public for its own self-interest. In the case of the PA, it therefore needs to bend over backward to show just how anti-Israel and pro-"resistance" it actually is.
* The absence of legitimacy and public trust also means the regime has no motivation to act in the public interest, meaning the accusations become self-fulfilling. The regime, fully aware of its own illegitimacy and weakness, must brutally suppress these accusations with extreme force.
* In short, a Palestinian state will be bad for Israel and really bad for the Palestinians. The only ones who stand to gain are the oligarchs of the new totalitarian state.

Gaza will be completely independant , meanin airial rights , land and sea rights for gaza , they will not be getting anyting from israel not electricity nor water or any other help .
Israel will not control any citizen there and they will be free to go wherever , but not inside israel .
Then , if they decide to fight again , it will be a country vs a country , not an organisation anymore , and if that happens even once with one bullet , israel should fight like its fighting a country , together with the civilians in that country , who have selected that fight .

But If israel will treat gaza like its an independent country , then its ok to attribute every action of gaza to *all* of gaza , and state it publicly, then there is no more distinguishing and finding a terrorist surrounded with citizens, the citizens either take responsibility over their leaders , or they are to blame just as their leaders , like you would expect from any other independent country , kind of like when Egypt attacked israel in the past , or Lebanon, every civilian there in the place of fighting is an enemy .
Then they would have 50 or 100 thousands dead in a day or two , the citizens will either change their leadership, or die with them , their choice .
But this has to be publicly stated that this is what israel would do for 1 attack , no matter how small . Again , not a perfect solution what so ever , but no more organizations to fight with , terror organizations are far more difficult to subdue

It was floated in gaza and the clans roundly rejected it. The clans have parochial interests, commerce, hatred of outsiders and waht is good for the clan. They have no sense of civic duty and the public good. They don't want to govern.

Nobody's denying many "Arabs" have a Levantine origin - however they're predominantly immigrants coming from surrounding countries and from all over the Ottoman Empire.
Most "Palestinians" proudly trace their origin to the most notable Arab tribes of the Hejaz, Yemen, Syria and Iraq. Even the Kanaan family of Nablus has their origin in Syria.
Some are of a Kurdish origin (like Muhammad El-Kurd or the El-Kurd family from Sheikh Jarrah who became famous in the News), many are Egyptian (Al-Masri. Abu-Sitta, Abu-Kishk, Al-Shakirat, etc. ), Lebanese or Jordanian. A few are of Jewish (Hebron hills) and Samaritan (Nablus/Shechem) origin.
