I have Venus in Ashwini in my natal chart first house ! I do lot of healing, am a Reiki Master , very intuitive learned a lot other healing modalities too . But my favourite healing modality was the Bach flower and other such remedies , a water based healing . Also homeopathic water I interesting .

Yes you can see from Moon sign. The effects will be experienced on a mental level if you see from the Moon sign.
What about if one does not have Ashwini nakshatra anywhere in their chart, would it still affect them regardless?
Yes transits affect everyone even if you do not have any natal planets in that Nakshatra.
I have learnt somewhere else , that anywhere Ashwini falls in your chart regardless of Venus being there or not , you will bring healing to the world through that area.
