nobita.h #04 : Building Libraries and Dependency Chain

We now added the implementation to build libraries, though in the video I didn't test if the static library build would work, it does work. I didn't expect to take a long time finding the behaviour I didn't account for. The pitfalls of copy and paste in my own code has gotten me
Still, the dependency chain is incomplete as it still does not rebuild the executable after its dependency, a library has been rebuilt
