Probably because implementing them would be troublesome because of both characters constantly changing their relative positions simultaneously. They did add team-specific moves in Street Fighter EX3 (which was a tag fighter), so I think team specific moves would actually work in Variable Mode instead. But both Variable and Dramatic modes were more like an addition rather than the main focus, that's probably why they didn't consider it.
It's easy to question those things decades later and not really consider the situation at the time. Up to that point there were already means to make specific team moves, like in Xvsf and even Juni and Juri in this game. So If the idea already existed, we must think that It didnt became a universal system (like Neogeo Battle Coliseum, from the mid 00s) in the cps2 era for hardware limitations. Memory/capacity or whatever.
