I’m 60 years old and ran in the Penn Relays back in 1979. The experience was amazing! I met Rinaldo Nehemiah, Houston McTear and Bill Cosby. We represented Coatesville PA! The times/splits kids are running these days are incredible and I still get sweaty palms when I watch the races.
_I didn't realize the Penn Relays has so many participants. Honestly though, having blocks for current lead offs and the next race lead offs wouldn't kill that much time to set up... but runners tend to have the habit of slowly getting set in their blocks, which is more likely the reason why there aren't blocks in the prelims_

it's prelims. They run a heat every 90 seconds , they don't have time for blocks
