Those wanting an alternate way, there is a full riot set scatter throughout Bromley Police Station, it's the light version (or is leveled so will be if you go early) but is still miles ahead of anything else and you only obstcle (besides finding all the bits) is 5 ferals

The card was not in the safe when I looked.
It should be I would reload an older save I did it about 5 times now
i heard it was patched out. apparently there is a whole quest line you have to do now to get it. I think it involves a companion.
