Ideally, you wanna practice HO build until you fully grasped the concept of RtB buffs. Then you can start practicing KiR if you like the challenge or you like more risk, more reward type build. To answer your question about KS - personally, I find that ability to be somewhat odd in PvE. Sure it provides damage taken reduction and drops threats but you already have other abilities to do just that. Damage-wise, I'd take my chances with "Ace up the sleeves" over KS. You get Summarily Dispatched buff from using crackshots. More damage stacks, less energy-usage.
I don't know which tips are right for you but, Learn which roll the buffs are ideal for certain situations. I'd suggest playing Hidden Opportunity build and try focus on maintaining/using blade flurry as often in AoE situations. Hope it helps !

On top of that, when you understand how to play Keep-it-rolling build, you can potentially gain all 6 buffs better than Hidden opportunity build. In other words, there is a lot less RNG than you may think. But it is still an RNG nonetheless. You can't "always" get the right buffs. That's just the nature of RNG, in the RNG mmorpg game. The 3 or 4 buffs active can basically cover all kinds of situations (raiding or mythic situations). Having all buffs actives just means you've reached full potential of Outlaw top DPS in your current setup. Hope that helps.
