Holy sh*t... I was able to scrap my computer because I literally took it apart then I saw your video and now I feel like suck an as$... This 100% fix my computer... I unplugged my usb cord that I had connected to my phone the whole time and now I'm back up and running after 1 week of stress
OK - so this didn't work for me at first. I unplugged everything from the machine...EXCEPT the video out (HDMI through Radeon RX550). When I unplugged the cable, started the computer up again, blind, then waited a while before plugging the video cable back in - viola! Thank you!

Disable boot from USB device in BIOS so you just see boot from HDD & CD drive this worked for me.
