DragonBall (where Goku developed most of his techniques to include the iconic Kamehameha) came out 3 years before SF1. The first release of DragonBall started in 1984, SF1 came out in 1987.
Doubt it. This Ryu is past Evil and and even Oni, and they both have the same ability to destroy worlds, this Ryu has the Power Of Nothingness. I'm not saying he would win, I'm it would be way more close then you think. Go watch Asura's Wrath.
