It's simple if you are not using multipliers
We do give the numbers randomly but it's not complete random, let me explain.
First i give one character a complete random numbers then by keeping in mind his numbers i give numbers to the 2nd characters then 3rd character and so on.

@@Scalingverse177 no that's still random, its Subjective to the creator of the numbers. Bleach never had an official complete "power level/scale." There has only been one official databook and that's from Book of Souls.
and the numbers used aren't that high. They just used a 0/100 scale in different aspects of battle traits.
This video just showed up on my feed, but these shounen power scale videos never have any solid logic.
