Yes individual players are the weakest as crims as they don't get speed or the Taser however they have the crim base where they could hide if they want and more often than not when a hero or police is facing crims there's more than one

M249 is the best non-explosive weapon against vehicles G36 used to be busted, until recent changes making it completely useless(famas downgrade) SCAR is meh in almost every way, essentially a sidegrade to AK47, not worth the bobux. AK47 is a solid choice until you have a better alternative, although M4 still better in every way, but G36 can no longer beat it after recent changes M4 is just a better AK47 famas is a weird sniper-assault hybrid MP5 is a decent starter SMG Thompson is good for ammo capacity but low DPS for a SMG, also has abysmal range Vector is good for DPS and terrible for anything else deagle is very powerful in close range but otherwise bad tec9 is a good backup if your primary has slow reload silenced pistol is good balanced sidearm normal pistol is bad in every way shotgun is good until you get the M1014 AA-12 is good if your aim is godawful M1014 is basically a upgraded shotgun sniper rifle is a solid long range weapon if you have good aim AWP is very bad, takes same amount of shots to kill compared to sniper 99% of time, while having worse capacity and fire rate W2000 is also trash, it is just a deagle with longer effective range Stinger is good but costy, only buy if someone with weaponized vehicle is becoming a problem grenade launcher is only good if you are god terrible at aiming, however it is very useful for pig boss RPG is useless in every way, you wont hit anything due to weird projectile physics minigun is good for boss and anti vehicle, but not idea for infantry-based PVP, you might die before it is fully spooled raygun is very good in almost every way, just becareful to not hit youself. i never used nerf ray and i have no idea how it works.

They are allowed, they are just indistinguishable from cheats

Criminal is by far the weakest. Titan is the best by far, and cops have handcuffs which is one better than criminals
