The community college system in USA doesn't look very similar to UASes ( Ammattikorkeakoulu) in Finland. Finnish VET school system, Ammattikoulu, seems much more like it. The purpose of vocational education and training (VET) is to increase and maintain the vocational skills of the population, develop commerce and industry and respond to its competence needs.

Getting into university is usually more important than having any degree, you'll get jobs: first summer jobs then training, ultimately real jobs. You must have experience when you graduatel Experience is the king and what you can do is revealed in an interview. Learning Finnish opens 1000% more job opportunities - some fields are fully Finnish, not English. Not knowing Finnish will make you more lonely, guaranteed.

I strongly suspect 99% of Finnish engineers are not considering upgrading their bachelor's to master's degree because universities have made it pretty much impossible and bachelor's degree is only thing you need for anything else than some government jobs and like where they have made formal higher education mandatory. In my opinion you shouldn't choose residence based on closeness to your family's or friends homes, but on what you desire and is best for your future.
