You can check my comments on Litel909er's comment, i already explain it. But short answer is no, it just like 3 banners (red for red unit, blue for blue unit, yellow for yellow unit) and still random no selector.
Oh it's a Paid banner, it's different than regular banner. Iirc there is a 3 banners on that banner, Red unit banner to get red unit only, Blue unit banner to get blue unit only (the one with Iroha) and Yellow unit banner to get yellow unit only (the one with Himari). The ticket for that banner is on shop and you need to pay for real money. But, it's scamcha because it's not guaranteed to get Himari.
