Does the wind catch any of the debris and blow it off the site into the streets?

When we watched the demo of the pedestrian bridge over Moore St. they had to do it over a weekend so they could close the street. Now we see the street closed and debris piled on it 10 feet deep it looks like. A change of plan?

It would have been quicker and cheaper to load that scrap into the dumpster by hand.
