If both d present PM-HM, who were the CM-HM then at Gujarat, cd bring in such an effective GR, why cannot d Govt of Goa put a firm foot down, to similarly restrict any purchase/sale of Goan house or land to outsiders, who in turn do callously & completely change & deface the very ecology, demography & culture of d place/state by coming in enmasse to outnumber locals, & then bringing in goons to compel d owners/residents to forcibly vacate/migrate or use their power of ill-gotten money/influence to buy off officials in d offices of d Panchayat & elsewhere, by tampering land, birth-death records etc while any trivial work of a local does not move. They all seem to b having strong political, bureaucrat, police backing from bottom to d top, so as to openly & boldly threaten our locals, d guts to lodge police/legal complaints & forcibly manipulate to get as they please, and then spin d victim yarn to garner support for their overt & covert misdeeds. If the Govt is unable to act in controlling these hollowing termites, it wd not b far when d locals from all surrounding villagaes collectively take d law into their hands to prevent any such buying or selling in their areas enmasse by such estate brokers sitting or operating freely & boldly from elsewhere from destroying d Goan Heritage.
