Hey David! The best option is the Custom Block Logic Builder(bestdani). You can find this tool on steam. Pretty easy and intuitive to use and you dont need any script!

Now that i used this software I don't even know how or when i can build something like this. my new brain cant handle it also i have no clue how to change the trains or track type to be a modern vekoma how do you do that?
It use imported 3D model Aka he modded himself. And yes, NL2 has mod import function since vanilla one is pretty much zero props compare with Planet Coaster and the dev won't add it more anytime soon
