So this scene confused me. Did Louis, a devout catholic, break away from Rome? Did he just pull a Henry VIII or is he still catholic and just taking control of all the catholic churches in France? If he broke from Rome then what the hell was the point of persecuting all the protestants?

I think he used religious matters as his tool for influence and power. Through being devoted catholic (in the meaning of creed), politically he considered papal Rome as one of the rivals in Europe.

He was catholic and simply removed the pope as the head of catholicism in France, this lasted during his reign and I believe also with Louis xv his successor after that the things were reverted

The pope remained the spiritual head of the Church however Louis claimed various rights over the french church
