The harddrive motherboard might be shorted, causing the harddrive motor not to spin or the board might be okay but the arm that reads the disk inside the harddrive might be damaged or shifted

Open the harddrive there's videos on UA-cam on how to fix them. The needle reader is probably stuck, you just need to shift it into position.
don't even think about it if you are nnit an expert , little dust and its gone for life.
