If you don't see the power option on notification just do these
Step1: Go to layout option in one shade app
Step2: scroll down and you will see the option "Show power menu button" just enable it and the power option will enable on your notification😁

You can try this to fix - Go to Phone settings > manage apps > search for this app you show in the video> once you found the app > tap on it > now allow all permission. And after that try opening that app again
