Jun Senoue possibly could've composed the prototype theme of carnival night act 1, but I see your point. Masayuki Nagao could've arranged the song for act 2.
I personally think the beginning sounds good, it's quite quiet as tails and Sonic are flying in, and then it picks up when they land and Sonic gets moving :)
The fact that this video fades out like a song playing on an actual Genesis would makes me strangely happy

I think it's because they're using 2 different soundfonts. Possibly causing one to lack behind the other slightly
