Jun Senoue possibly could've composed the prototype theme of carnival night act 1, but I see your point. Masayuki Nagao could've arranged the song for act 2.
I personally think the beginning sounds good, it's quite quiet as tails and Sonic are flying in, and then it picks up when they land and Sonic gets moving :)

Tbh, I like this better than both the original and the prototype versions.
The beginning feels a bit disjointed. Maybe it's just me.

I think it's because they're using 2 different soundfonts. Possibly causing one to lack behind the other slightly
I think it sounds kinda neat, like it's bouncy and carnival-y.
