It had no force of law and Lincoln never freed one slave, even when he could, in the areas the Union Army had taken control of; like in Kentucky and Maryland. The slaves were freed after the war by congress.
Because the whole point of the Civil war wasn't the freedom of slaves but rather the federal government making it known that states rights where a thing of the past and America would from that point on be ruled from Washington.
