millislim It most likely has a foam base core in it. I made myself a tail like that and it doesn't drag or flop down anymore. Plus it has a better wag, and great to tail whip my friends with.
something I do with some tails (not all) is run wire through, but extend it out the opening that goes to your body, make an oval, and have it lay against your butt. it gives it something to push itself up and hold itself. I hope this helps!
As aforementioned by someone else, enough of the right type of stuffing will keep the tail mostly erect. The key here is for the tail to be stuffed enough to be both heavy and moderately stiff, but with soft, quality, evenly distributed polyester fiberfill. The cheap fiberfilll tends to mat together and and form hard spots. Polyfil is a good fit for the job and not super pricey, and will provide that springy, weighted quality to the motion as seen in this video.

If you stuff a tail enough/put wiring in it it should stay up easily
