The Hong Kong protest movement is a result of less autonomy to mainland China which has nothing to do with "artisans" or "cool class" promoting protest culture. I think picking on people with lower incomes is an easy scapegoat for people who refuse to diversify their thinking in how to deal with social issues. The real reason that downtown Calgary is in decline is because our oil and gas isn't a popular commodity anymore.

Downtown office rents are still at levels only attractive to large players or the oil and gas companies. Think about the budget companies you would like to attract are comfortable with to spend on rent and they will come. The company my wife was working for left Calgary (and Canada) solely because of the office lease. If computers, internet, and a phone is all you need, the U.S.' Midwest becomes very attractive even with premium taxes. There you can get an entire building for the money you would need in Calgary for an office.

Suburban areas and smaller towns will continue to grow unless the massive population of addicts is dealt with, or gasoline becomes so bloody expensive nobody can afford a car. I've lived downtown Calgary and it's no fun getting asked for change, beer, or cigarettes every block.

To deal with homelessness is a community effort not just a government effort. First and foremost one needs to understand the social causes that lead to homelessness before knowing how to help people stay off the streets.

Who would prefer to raise their kids in the downtown, compared to a nice suburban area?

When you take it to consideration when you think about it the suburbs are cheaper less expensive less taxes better schools and an overall better environment to have a family would you have wanted to be raised in a city environment or a neighborhood?
