Is there any program outside ontario which accepts an ontario's master diplom? I mean, I know that almost every single province has its own Master Stream, such as BC, ON, etc. However I m not sure if it's possible to apply to a Master program from another province whereas you didnt graduatation in there.

Yes, that’s the downside of this university. You will need to move after grad, so if you want to settle in let say in AB, and you can get accepted in one of the universities in AB, then consider that instead.

because UNFC is not a public university in Canada, its a private University, most of the list in OINP are public universities

Its different for everyone. Yes Ontario is more difficult for PR in general, but it depends on your case and what immigration pathways you go through.

BC has a rule that new schools do not get to give PGWPs for the next two years. But Ontario does not have that rule.
So, this university is giving PGWP right. Can it might be affected if any new rules come later?

The PGWP is valid in all of Canada, yes.
But if u are completing your studies in private college or university then u are not elligible postgraduate work permit as per new rules
