So the Hasagot HaRaavad puts the universally accepted emendation that the only thing necessary is to detract from the wife's resources until she gives in. Also, the whole case applies to something where let's say she says she doesn't care to nurse a baby, really serious things like that. And like Chani Hadad said it's nowhere written in the Talmud, which just proves my point. Raavad explains that the halacha (rule) passed down is only what he explained. So no that's not actually a source that can be used. One more thing, even according to your words it should say, "Compel her [to do it] with a whip". You exaggerated the [fake to begin with] quote.
Also, the subject of the "hitter" in this case anyway would be the agents of the Sanhedrin court, not the husband God forbid (that's if your quote is even correct). That would mean that nowadays it's surely *impossible* for there ever to be a case where a wife is hit according to Judaism by *anybody*. So please don't be a fool and think you know everything by looking at one sentence in something.
