Does the DR have homeowners insurance? Can an expat OWN property & land? Is there headaches like a homeowner association or city permits in projects like this or can I modify my home??
Yes homeowners insurance is available here but not required. Yes foreigners can own land and property out right. Some communities have homeowner association. Some communities have specification on how to build but not all are like this. But inside your house your able to do what you want.
Curious if you know how hard is it to open a small restaurant in DR as a foreigner? Here in usa especially in california where i live there's so many different regulations and permits and licenses you have to get. Was hoping DR is easier to get a small food location open without the need to get 7 different permits and 2 licenses like in usa , maybe 1 - 2 permits and 1 license and that's it you're good to open , well i'm hoping the DR is more like that.
Yes it's much easier to open a restaurant here. It doesn't take much at all.

This type of double rental is very popular in Asia but i'm not sure about DR and other Caribbean countries.

These residences are beautiful. The amenities look amazing as well. Looks like a place I would love to purchase and come to about 6 months or so out of the year with my wife. Are there services available to check up on the property if it’s empty for a few months out of the year?

Is Vista Cana a better investment than building a villa in Punto Bavaro Residences?
There is no comparison between Vista Cana vs any other project in Bavaro. Vista Cana is the top 3-4 deveolpments of Punta Cana area(Punta Cana, Bavaro, & Macao)

This particular project has 3 bedrooms and they are villas. Yes you can rent them out or for airbnb.
Just letting you know, there's other projects. Not only vista cana! I live there and I bought in a residencial neighborhood and it's near downtown punta cana. They give more importance due to the fact that they are more complete than any other project but shop around you will be surprised what you see around that area. Some projects always have artificial beaches and lagoons , not only vista cana!
