If you measure time based on light travel and also assume speed of light is the same everywhere then time is relative. But speed of light is not constant everywhere. Two examples to prove my point: 1. A photon takes 1000s of years to travel from core of sun to its surface- the speed is way slower here. 2. Speed of photon is slower inside a black hole
