Lets make it easy:
1. If you hear a footstep that sounded so fast, go find a locker to hide or just run away from the Footstep until you don't hear it.
I recommend you to Play on single player so you can hear the entity footstep.
2. If you got caught just go to a locker and get killed on the locker. There is a chance that you won't lose your live point
3. Follow the pathway like in the video and try to avoid dead by Following the first tip.

So, here's how to avoid the entity:
Until you get to the big room with chairs, follow the video. Try to get there as fast as possible and don't try to conserve your stamina, you won't be running away from the entity. Once you get to the chair room, the entity will more than likely be at the other half of the map, where you need to go. So as soon as you get to the chair room, hide in the locker at the start of the room. You will see it as soon as yoi enter the room. In the locker, turn off your flashlight and start whistling. If you start hearing your heartbeat, stop whistling. This means the entity is in front of you. Don't worry about your flashlight, the only thing you need to see right now is the entity and it emits light from it's eyes. When the entity comes in front of the locker, some luck comes into play. Cross your fingers and hope the entity goes *to the first half of the map, where you came from.* If it doesn't go there, you have to start the whole process again. Whistle in the locker, wait for the entity, and then hope it goes to the first half of the map. If it does go there, first confirm it went towards spawn, and as soon as you don't hear the entity anymore, position yourself next to the left wall and quickly run forward. Now, you go in the first room you see (demonstrated in the video) and then keep following the video until you get to the exit. After leaving the chair room, you can freely look for the exit because the entity will be at the other side of the map, but still be as fast as possible because there is no guarantee that the entity won't come back. Now, if you get caught in any point of the process, I suggest leaving and rejoining because the entity likes to hang around in places for long periods of time and it might wander off to somewhere crucial to get to the exit, which will basically make the level unbeatable.
If that sounds too hard or complex, here's a much easier strategy for multiplayer.
If you have aren't solo, this level becomes a lot more easier. I recommend doing this with your friends since it requires some planning first.
Basically, follow the same steps until you get to the locker in the chair room. Here, have one player, the player who will get to the exit for everybody, go in the locker. The other player/players will go further into the chair room and try to find the entity. Once they find the entity, they will be bait for it and lure it, if possible, all the way back to spawn. This way, the person in the locker can get out, find the exit and clear the level for everybody.

2 things. first thing is that ive tried whistling before and id say 80% of the time it hasnt worked, and second thing is that in the wiki it says that the entity will always be attracted to you. so without actual human bait like you said, this level is very hard.

Some things people tend to get wrong about the Skin stealer:
1. The Skin Stealer is actually deaf,so dont even bother trying to distract it by whistling-and the wiki has the source
2. The Skin Stealer has a passive,which allows it to automatically track every player's location,so you can only hope that it's far enough for you to run away when you stay in a locker-yet again the wiki has enough source to back this info up
