Well the second pass was decided only after the first pass (and after the game was released, when they announced more DLC in Terry reveal they may not had decided all the characters, they didn’t start working on every character at once and probably only started when they had made sufficient work on min min, Steve and sephiroth and lastly dubbing for localisation probably only been done after significant works for the character as been done. So I would assume she only knew at least after Terry reveal)
Yes, that's also what I mostlty believe. I only had some doubts though considering that the steps for the inclusion of Steve in the game started 5 years ago so it's clear that not every character were decided only after the end of fighter pass 1. So she might have been informed way before, even though I highly doubt it. First because it's most likely way faster to get the rights to include first party content than it is for third party and second because voice acting is generally one of the last links of this chain of events in a project of designing a character and its inclusion in a game.

(A XC2 character wasn’t a possibility for base game due to timing and was only on the second pass, so I highly doubt it was decided that long ago)

Ok so I didn't know who Skye Bennett was. It didn't sink in until they said "you're in smash finally" then I got who she was and I heard the voice IMMEDIATELY. Honestly I had no idea that, even in a majority British cast, Pyra and Mythra were British too.
Fun fact: to differentiate races in this game, accents play a huge role. Blades have the American accent, Urayans are Australian accent, Mor Ardain have that good ole Scottish accent, etc.
Makes me think back to Byleth's first VA who wanted to be in smash so bad but he broke NDA for three houses (among other things, but nintendo only cares about NDA) lmao
