"Everyone must have an equal chance to win" What exactly does that entail? What counts as an "equal chance?" For example, if you have to solve a puzzle or correctly answer a trivia question in order to be entered into the raffle, does that violate the "equal chance" provision?
Well, your examples appear to be "contests" -- for a giveaway, everyone must have the same rights and access as others to participate and potentially win the prize.

I'm subscribed to x channel about gaming let's say and that channel made a giveaway but made clear that partners of that youtube channel(people who donate to the channel) have higher chances to win the product given away and it was also kinda mixed with contest because he daid he would choose one comment and then ask a pair of questions and choose the winner but as I mentioned he made clear partners have more chances than subscribers. In my opinion this clearly breaks the rules, how can it be? That channel didn't get in trouble

I won something once in a giveaway. I verified that it was a legit company (I think it was Facebook) and they messaged me and asked for my address. I would LOVE to do a giveaway in the near future. I personally am still learning about it, but I would assume that if they didn't feel comfortable giving me their address, they probably weren't really into my channel, anyway. I would think you gotta built up a trust, first. 🙂
The key is tying the prize EXACTLY to what you do. If you have a knitting channel, don't give away aPlayStation, you'll accumulate the wrong audience. Think: "What does my perfect audience member REALLY want?" And then make that the prize.
