I’ve sent fan mail to about 9 celebrities, most of which are my favorite voice actors from childhood. As of this date, the only response I got was an autographed postcard from Melanie Chartoff.

I was able to get Dirk and Joel via fan mail addresses and Terry via a private address. Check either fanmail.biz or Startiger for Dirk and Joel's current fan mail address or if they still reply.
Heyy I just sent fan mail to Alex Lawther a few weeks ago, and like it started with that I emailed his agent as a joke abt how much I loved him, and then I got an reply and they told me to send fan mail. They gave me the address and I did some research, and I know the address works. It didn’t say anything abt adding a photo, it only said self stamped post thing. I don’t have a printer but my parents told me to give it a try anyways. He is not a big celebrity, so I think for sure he’d send sum back. My parents told me to ask for something signed back, so I wrote it on the letter. Is it normal that celebrities send autographed photos even if you don’t send a photo to sign? Sorry if this doesn’t make sense but I’m rly tired+I’m from Norway so yeah sry for typos

Have you ever tried William Morris's London office (for UK based celebs obviously). It seems like that one *may* work better?
I dont think it would work. They dont pass on fan mail in general

I haven't but they put signed stuff up on their website so keep an eye out. I don't think / doubt they have a fan mail address.

You can just send a self addressed envelope and tell them you don't have American stamps and when mailing back to you they will provide the postage!

What are the best places to send to? You only really mentioned the ones not to send to. Also is there any other way to send it to someone if they are in one of the agencies who doesn’t pass it on.
They may have other addresses to mail to private or not if they are on the 'do not send to' list. For the first question you asked, I am not totally sure. If we were in 2013 I would say Osbrink has a good success rate but now I am not sure.
