Don't think, you can land a job over 5K AED in Dubai as a fresher Web Developer. Usually lesser. You will live hand to mouth, but it's still not a bad start. Being a Developer or Programmer, the primary focus should probably be doing own stuff that makes you earn more.

O preço perto do trabalho é na realidade, relativamente mais barato, por conta dessas questões que comentei (menos atrações de lazer, afastado da praia). De qualquer forma, o trajeto completo até chegar ao trabalho é cerca de 50 minutos, então para mim não foi de grande impacto

It’s a bit different, depending where you live in Europe it’s more quiet, Dubai is kinda of 24/7, everyone is moving on to make business, etc. So here life is more hectic, but particularly I can't live somewhere very calm, so I prefer to live here, but it's something very personal. Salaries are compared to Europe, in general is not so higher than there, save some exceptions. The life cost is also similar

There is no specific programming language you should learn, the most important thing is start somewhere to understand the programming paradigms, after understanding it, any language will be much easier to learn if you wish to. My personal choice was start by learning C#, but I would start learning also Java if I knew it earlier. As personal choices those are the ones which I most like. Anyway, all the best :)
