@@globe_trotter_pk यह नियम ही होता है.... जब राज्य का मामला होता है तो सुप्रीम कोर्ट संबंधित उच्च न्यायालय में ही भेजते हैं पहले....... हो सकता है क्योंकि मामला फंडामेंटल राइट से भी है तो सुप्रीम कोर्ट खुद भी संज्ञान ले ले
