The Reason you can only send in Lv5 employees to deal with [NO-SPOILERS] is because of the way Fear works in this game (as far as I know the game doesn’t expressly tell you this, and neither is it a real spoiler, and will aid in your ability and understanding of how to deal with things)

Abnormalities have a fear value based on their difficulty rating, from 1 (zayin) up to 5 (Aleph). Fear inflicts sanity (SP) damage depending on the level of fear inflicted 0 or lower does nothing, 1 (Nervous) is 10%, 2 (terrified) is 30%, 3 (Hopeless) is 60%, and 4 (overwhelmed) is 100%.
An Employee can resist fear, and reduces the level of fear by their level (hence why the normal scale of fear goes to 4, not 5) so normally you can’t send a lv 1 employee into an Aleph, as they die of fear.
[NO-SPOILERS] (Transformed Plague Doctor) is unique, they inflict a unique higher level of fear, Reverence, (which you saw above one of the agents heads) which also does 100% sanity damage. The thing is, this level of fear is inflicted on everyone lv 3 or lower, meaning [NO-SPOILERS] inflicts a fear value of 8; meaning you need a lv5 employee to deal with them, who will still take 60% max HP.
I hope this was helpful, and not a problematic/unwanted spoiler; I wanted to help, and this isn’t something the game really tells you.
I think this was a great way of explaining it without spoiling anything, but one thing I would add is that there is one abnormality, that kind of breaks the rule, but it should make sense when you see it.

I think the scarecrow is from the World of Oz.
The story with a lion that want to sing, a robot that want a heart, and, I think, the scarecrow who wants to be smart, which may imply a brain.
The thing that makes me think that are how they mention that they can cure and modify body parts, but more importantly, the mention :”emerald roads” which can highly be related to the emerald/Jade/Green City where the main characters are heading to ask the magician of the green to grant their wish.
However, they seem to have a slightly more realistic view on the way they grant those wishes.
It’s not magic, it’s pricy medicine and it is a privilege to be “granted” a wish.
And I suppose that, unlike in the original story, they got refused their wishes and the scarecrow searched for other ways to get a brain.

You can fight white night. But it is super hard as you need to have a team of badasses geared ro the nth degree. There is a cheese option but if I remember right you don't really get benefits for doing so other than you survive the encounter. I guess you can toss other anomalies at him but that is pretty iffy. Not in whether they would do damage but in whether it would help.
cheesing gets you the benefits of beating it. It's sending the 12th person to one sin that doesn't give you the weapon, which isn't cheese, but an intentional way to suppress it "easily". Any method that actually results in it being killed gives the weapon.
