Tracks were chosen at random every time. Available tracks include every track that has featured in an official Mario Kart game that is also in CTGP. Mega Thunder Clouds are enabled. Every race is Item Rain.
This tournament was made up of Twitch subscribers and UA-cam members! (The "Join" button next to Subscribe)

I want to elaborate more on the one at 9:39, on SNES Choco Island 1... There are two possibilities for when someone goes from mega to mini instantly: First is when the mega mushroom duration ends the frame before the shock, the second is when two shocks happen simultaneously. It sounded like Troy's mega was just running out, but notice that he got a second mega during the first's duration; this refreshes the timer. Thus, there's no way that Troy's mega could end right as one shock was happening. This means that there were indeed two simultaneous shocks - and that Troy dodged the first but not the second.

Assuming "bowser" is supposed to be "how", go to chadsoft.co.uk/install-guide to get CTGP, which comes with 218 custom tracks, 200cc, Item Rain, and Countdown*, and Online play**.
*Countdown is only playable online
**You must wait 7 days after attempting to go online in order to successfully play online
