What is the purpose of the spin rocket motor? I assume it's for increased accuracy/stability in flight, but it seems a bit excessive considering the payload of the weapon.
Maybe an old-school proximity fuse based on the number of revolutions before it is armed? Prevents any accidental detonations on short drops. But that is old tech, I would imagine this would have a radar altimeter or the like.
